Cros splitscreen - make it work in multi-profile scenario

What steps will reproduce the problem?
Currently splitscreen doesn't work well for multi-profile case. When switching between uses, the behavior is quite weird.

We're going to deprecate multi-profile (Exact time TBD). 
Lower this priority.
