Non-Regression: Context menu options are seen missing when files app is resized

Issue description

Chrome Version: 66.0.3359.203/10452.99.0 Stable-channel Daisy,Kip,Reks
OS: Chrome OS

Pre-condition: Have some files like Images in Files App

What steps will reproduce the problem?
(1)Sign-in to user>>Open files app>> Resize window and Right click to get Context Menu and observe (Refer video)

Actual: Context menu is seen chopped 
Expected: No such issue should be seen. At least Scroll Bar should be seen.

This is a Non-Regression issue seen from M62

@Fukino: Please confirm the issue

NOTE: Issue is seen on M67, M68 and M69 as well

To see the entire context menu atleast a scrollbar should be seen as unable to view the other options such as 'Open with gallery', 'Open with..' , 'Cut' when we resize the window. Attaching the screenshot and re-opening the issue for confirmation

Known issue (see issue 848105).

Weifang - did we decide we were going to go ahead with switching to a native context menu? I think we decided more input was needed, from both UI and engineering. If we decided to go ahead, I'll close out all the context menu clip bugs and dup them into issue 848105 instead.
Yes - Let's dupe this to the root cause. Switching to a native context menu needs more discussion. Thanks!
