Regression: Drop down is not getting closed automatically when screen is rotated

Issue description

Chrome Version: 66.0.3359.203/10452.99.0 Stable-channel Daisy,Kip,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> Connect to a WiFi network and Open Proxy settings
(2)Open Proxy connection type drop down and rotate the screen>> Observe (Refer video)

Expected: The drop down should get closed automatically while rotating 
Actual: Instead, the drop down is seen open when screen is rotated to 180 degree and back to 0 degree

This is a Regression issue as same is working fine on M65 stable

@Alemate: Please confirm the issue

NOTE: Issue is seen on M67, M68, M69 as well

This doesn't necessary seem like a bug. The behavior is not specific to this dialog, it can be easily reproduced in the Settings UI.

This is a native <select>, and WebUI has no control of the logic for handling the rotation.

I don't think the current behavior is bad anyway. Changing components so that this gets triaged by the Blink team.
