Regression: Layout option is missing On Virtual keyboard in signed in screen

Chrome Version: 69.0.3444.0/10734.0.0 dev-channel Kip, Daisy and Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign in to user>. Open On screen keyboard and observe Layout option is missing

Actual: Layout option is missing and unable to change from docked mode to floating mode
Expected: Layout option should be seen

This is a Regression issue as same is working fine in 68.0.3438.0/10717.0.0 dev

@yhanada: Please confirm the issue

NOTE: Issue is not seen in OOBE screen. Able to view layout option in OOBE

Status: WontFix (was: Assigned)
I switched to use finch field trial to control floating virtual keyboard feature. Now it's enabled on 50% of canary and dev channel and all googler's deivces.
