Drop down list appears to be misplaced after scrolling via mouse wheel in print preview.

Chrome Version: 68.0.3440.7 (Official Build)Revision 9bbd2d0687bd83181f22ac13565501690ee5b4c7-refs/branch-heads/3440@{#16} (32/64-bit)
OS: Windows(7, 8, 8.1, 10)

What steps will reproduce the problem?
(1)Launch chrome and open NTP, hit ctrl+P to open print preview.
(2)Click on 'more settings' button such that scroll bar appears.
(3)Click on 'layout' drop down button and scroll via middle mouse wheel, observe list.

Actual: Drop down list appears to be misplaced after scrolling via mouse wheel.

Expected: Drop down list should close while scrolling via mouse wheel.

This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0

Note:
1.Issue not seen on Mac(10.12.6, 10.13.1, 10.13.5) & Linux(14.04 LTS) OS
2.Issue is also observed on Canary #69.0.3445.0 and Beta/Stable #67.0.3396.62 builds.

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

There's something weird going on within a ConstrainedWebDialog. On normal webpages with <select> elements, or even when navigating to chrome://print directly in the browser, pressing down on the mouse wheel causes the select dialog to close.
