Regression : Page appears faint while performing audit in devtools.

Issue description

Chrome version: 69.0.3445.0 (Official Build)Revision 8eda1aad730564e28e235f48f35f290eaf6da997-refs/branch-heads/3445@{#1}(32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and open devtools
2. Now go to 'Audits' section and click on 'Run audits' button and observe window
 
Actual: Page appears faint while performing audit
Expected: Page shouldn't appear faint while performing audit

This is regression issue, broken in ‘M 69’ and will soon update other info :
Good build: 69.0.3444.0  (Revision: 562314).
Bad build: 69.0.3445.0 (Revision: 562690).

You are probably looking for a change made after 562527 (known good), but no later than 562528 (first known bad).

Intentional change, this is how dialogs in DevTools appear when they consume input.
