Opening the unified system tray causes the Chrome's top bar to flicker |

Issue descriptionChrome Version : 69.0.3442.0 OS Version: 10726.0.0 What steps will reproduce the problem? 1. Enable the unified system tray 2. Click on the unified system tray What is the expected result? The unified system tray is opened. What happens instead of that? The unified system tray is opened, and the Chrome's top bar flickers, as shown in the attached video. Please provide any additional information below. Attach a screenshot if possible.

This CL stops activating UnifiedSystemTray bubble by default, which is the same behavior as old SystemTray. At the beginning of the implementation it took that approach for simplicity, but it was planned to stop this. Activating system tray by default also leads to some artifact such as flickering.
