Mac: Profile switcher only gets a shadow on mouse release

Issue description

Chrome Version       : 69.0.3444.0
OS Version: OS X 10.13.4

What steps will reproduce the problem?
1. MouseDown on the profile switcher button and hold

What is the expected result?

Popup has a shadow.

What happens instead of that?

It doesn't get a shadow until mouse release.


Other bubbles - bookmark bubble, etc. are not affected. Seems to just be the profile switcher :/

You are probably looking for a change made after 550418 (known good), but no later than 550433 (first known bad).

I only started noticing this after upgrading to 10.13.4, but I've been doing a lot of CrOS lately, so that could be a red herring.

Also doesn't seem to affect toolkit-views browser windows -- just Cocoa browser windows (so weird).
