Add option to disable "auto resume download" in the chrome://flags settings again or disable download restart when .crdownload locked

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Example URL:
http://movietrailers.apple.com/movies/fox/deadpool-2/deadpool-2-trailer-2_h1080p.mov

Steps to reproduce the problem:
1. Download Media File (.mov/.mp4 file)
2. Open .crdownload File while downloading (e.g. with VLC)
3. Keep .crdownload File open until end of Download (stream/play it)

What is the expected behavior?
Download does not finish properly and instead restarts.

What went wrong?
Download restarted.

Did this work before? Yes 54.0.2840.87

Chrome version: 66.0.3359.181  Channel: stable
OS Version: 10.0

Thanks for opening this. I have had this problem since 2016 and it’s been super disappointing. There used to be a flag to stop this from happening but they removed it, effectively re-introducing the bug.

This has been a huge issue for several years that just gets ignored.  Personally, I just use Mozilla Firefox so I can watch video content as I download it.  And unlike Chrome, if the download fails, it is more likely to safely resume it instead of restart it.

It also works correctly in Internet Explorer and EDGE but I can't stand those browsers.

Unable to reproduce the issue on Win-10 using chrome reported version #66.0.3359.181 and latest canary #69.0.3444.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Downloaded Media File (.mov/.mp4 file)
2. Opened .crdownload File while downloading (e.g. with VLC)
3. Kept .crdownload File open until end of Download (stream/play it).
4. Observed that download did not get restart.

reporter@ - Could you please check the attached screen cast and please let us know if anything missed from our end.

First of all thank you very much for for trying to solve this!

I am sorry to tell you that, but you DID NOT follow the instructions:

The problem occurs when download is FINISHED ("until end of Download") during the ".crdownload" file is opened. You did not wait for the Download to finish! 

If the downloading the whole file takes to long, you can also use this file: http://movietrailers.apple.com/movies/fox/deadpool-2/deadpool-2-trailer-2_h480p.mov

If you want i can do a screen cast too.

We should defer the rename and try again later if the file is locked.
I have the same issue. When is this going to be resolved? I am using Chrome 71.0.3578.80
