Issue description
Metabug to cleanup Infra>Platform>{Buildbot, Buildbucket} component.
- move issues with builders / bots to Infra>Client>XXX
- move CI-specific, not Buildbot-specific bugs to Infra>Platform
- merge Infra>Platform>Buildbucket>Swarmbucket into Infra>Platform>Buildbucket
- move Buildbot-specific bugs from Infra>Platform>Buildbucket to Infra>Platform>Buildbot
