Fairly small java heap size regression. No obvious VR culprits.

Getting build issues with third_party/guava/lib/guava.jar missing when trying to bisect this.

Bisect points to https://chromium-review.googlesource.com/1024631, although that's clearly not right. Given that it's a small regression and seems to have recovered anyways, I'm fine with WontFixing.
