Steps to reproduce:
1. Launch chrome
2. Open a NTP
3. Tap on the tab switcher icon
4. Rotate the device to landscape
5. Tap on omnibox
6. Rotate the device to Portrait
7. Tap on ‘Cancel’ to dismiss the keyboard
8. Tap on the tab switcher icon

Observed results:
Shows ‘Recent tabs’ instead of normal tabs or opened tabs 

Expected results:
Should display all opened tabs in tab switcher mode
