Page translator stuck, keeps translating everything to English without prompting.

Issue description

Chrome Version       : 66.0.3359.158

Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: OK
    Firefox: OK
       Edge: OK

What steps will reproduce the problem?
(1) Set your Android language to English, and begin browsing foreign language websites.
(2) Translate page to English, and do it few times over
(3) Some pages spontaneously begin to start the translator by themselves.

What is the expected result?
Spontaneous activation of translator does not happen

What happens instead?
Page translator randomly, spontaneously activates on certain pages without any user action

Please provide any additional information below. Attach a screenshot if
possible.

At least one page where I was able to reliably confirm the bug on multiple devices is this one http://www.opencv.org.cn/?67219 . Usually happens after 10 to 15 seconds of inactivity

Update: some times the translator activates near instantaneously

Tested the issue using #66.0.3359.158 and #67.0.3396.68 on Android Samsung #7.0.0 as per the steps mentioned in original comment and could not reproduce the issue.

@nikulinpi: Could you please upgrade Chrome to latest version #67.0.3396.68 and check if you still face the issue? If so help us with OS and details of your device for further triaging?

This is WAI. After you translate a particular language on Chrome on Android 7 times in a row without dismissing or ignoring the UI< we assume you always want it translated but show you a message saying that we made that assumption with an option to UNDO. Sounds like you didn't notice the message and were thus opted into auto translations.  It's really easy to undo this. Click on the three dots in the translate UI and uncheck "Always translate {language}." You'll need to do this on every language where this occurs.

Nope. Always Translate is hard to discover and if you're translating that many times for a language in a row, chances are you don't speak that language and want it translated always. If you don't, it's an easy click on "Undo".

And even if there will be, I see no way how one can translate a page in a language a user once choose not to translate other than clearing all chrome data. Clearly, the UI devs misunderstood something there, or it is me missing something.
I'm not sure I understand what you're trying to say (re: "I see no way how one can translate a page in a language a user once choose not to translate other than clearing all chrome data"). Can you try to rephrase? 

Before you get auto-opted into "Always translate" you'll see a bar like the screenshot after your 7th translation per target language in a row. That's where you click undo. But if you miss this no problem: next time you go to a page that auto-translate and you don't want it to, click on three dots on the Translate UI, and uncheck "Always translate".

When you choose to never translate certain language, the translation popup will never show again. There is no option to not to always translate the language other then to never translate it.

About that Undo popup. After clearing app data, and installing latest Chrome, I saw it few times. But on some occasions, translation settings still "locked up" without any prompt.

Instead of opting into "Never translate" (unless that's what you want), uncheck "Always translate". If you have already opted into "Never translate" because you thought this was the only way out, you can undo this in Chrome Settings -> Languages by removing the language you don't speak and want translated.

"translation settings still "locked up"" - do you mean that you would get auto-translate behavior without seeing the confirmation? Are you sure that you simply didn't miss it? If yes, that may be a bug.

After going through it few times over, I did notice that in cases where I previously thought there were no popups with prompts, something that looks to be a prompt does appear for a blink of an eye. Looks to be a render bug, or something in your layouting that instantly closes the prompt.

Another thing I noticed is that this does not happen immediately after app data wipe.

Wow, I just noticed that it is uncheckable after all. Thanks! Though this way of doing this is faaar from being obvious or ergonomic. Please think of removing that whole translate by default "autoguess" mechanic.
anthonyvd: can we at some point investigate if anything weird is happening with the logic of the snackbars? 

@c16: We're monitoring the metrics on the feature. For most users it seems to be useful but we'll certainly consider removing it if that changes.

On that website, clicking cancel when it prompts to always translate Chinese makes the translation popup to to never be shown again. Can anybody check that on mobile Chrome

Yes, feel free to close the bug. I think the translate popup not popping up is a separate issue from this one. I decided not to open another bug after seeing that there is a backlog of around 15 bugs all themed "Translate popup is not popping up when it should"
