Precondition:
Enable ui-refresh-phase-1 in chrome://flags

Steps to reproduce:
1. Launch chrome
2. Open 3 tab pages and load any web urls
3. Tab on tab switcher
4. Tap on close all button
5. Tap on undo button
6. Open Recent tab

Observed results:
Notice that there exists records of all tabs that are closed at step 4 

Expected results:
Recent tabs shouldn’t store the tabs that are initially closed but reopened using undo button
