Reject values for unsupported constrainable properties in getUserMedia() and applyConstraints()

Project Member Reported by guidou@chromium.org, May 29 2018

Issue description

This is useful in a number of cases:
1. When an existing setting is such that no explicit value can match it.
2. To reject all values for an unsupported property (e.g., groupId in content capture).
