Regression: Tooltip is not seen for 'Filter' textbox under 'Console' section of DevTools

Chrome Version : 69.0.3444.0 (Official Build) Revision 7bc84734b0b2463f749245f34c6eb8aa7aae6b00-refs/branch-heads/3444@{#1} (32/64-bit)
OS: Win (7, 8, 8.1, 10), Mac (10.12.6, 10.13.1, 10.13.5) & Linux (14.04 LTS).

Steps to reproduce:
1. Launch chrome, open DevTools window and select "Console" section.
2. Now hover the mouse on "Filter" textbox and Observe.

Actual Result: Tool tip is not seen for 'Filter' textbox.
Expected Result: Tool tip should be seen for 'Filter' textbox.

This is regression issue broken in ‘M-68’ and providing the per revision bisect info below:

Good Build: 68.0.3437.0 (Revision: 560454)
Bad Build:  68.0.3438.0 (Revision: 560883)

You are probably looking for a change made after 560737 (known good), but no later than 560738 (first known bad).

DevTools: fix tooltip logic for elements within shadow DOM

Tooltips only show when the mouse target is visible/has offsetParent.
Elements using shadow DOM can have <content> elements in the event
path, which may be visible despite having no offsetParent.
