Non-Regression : Blur text is seen while Zooming in and out of chrome://settings/help page

Chrome Version: 68.0.3440.4/10718.4.0 dev-channel Candy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User ->Go to chrome://settings/help/details page ->click on 'CHANGE CHANNEL' -> select any channel (Stable or Beta)-> build will get start updating 
(2)Now click on back arrow in 'Detailed Build Information' page to navigate to 
chrome://settings/help -> Now Zoom in using touch and then Zoom out -> observe 'Updating your device to Stable/Beta channel' text is seen blur(Some times Top of the page is seen blur)
(Please refer video and Screenshot)

Note : Issue is  also seen on Minnie(touch device)

Expected: No such blur text should be seen while Zooming in and out
Actual: Instead blur text is seen

This is Non-Regression Issue seen from M-62
