Issue descriptionChrome Version: 68.0.3440.4/10718.4.0 dev-channel Reks,Candy and Daisy OS: Chrome Sample URL : http://www.sample-videos.com/ What steps will reproduce the problem? (1)Sign in to user ->Now go to above URL -> download any file(Ex: Download any video) (2)Now go to Files App -> Select downloaded video -> Right Click and select 'Get info' option or click on 'Space' Key (3)Now in General information page -> Press 'Tab' button until focus reaches 'File info' option -> Now press 'Tab' and observe orange focus is seen on Video -> observe tab focus is not clear (Please refer Video and Screenshot) Note : Issue is also seen on Video Seek bar i.e. unable to view Tab focus clearly Expected: a)Tab focus should be seen clearly on Video and on Video Seek bar b)Blue Tab focus should be seen for video options such as Video Seek bar, Volume, on Video Actual: Instead a)Tab focus is not clear on Video and on Video Seek bar , its difficult to recognize b)Orange Tab focus is seen for video options such as Video Seek bar, Volume, on Video This is Non-Regression Issue seen form M-62 @fukino : Please confirm the Issue

I can confirm I can reproduce the issue on my dev device version: 68.0.3410.0 The focus isn't clear on "quick view" when focusing the video element. Also on video player app when focusing the slider elements for video progress and volume elements. These 2 are Polymer elements <paper-slider>, so probably good idea to check with other UI folks.
