Chrome Version: 68.0.3440.4/10718.4.0 dev-channel Reks,Candy and Daisy

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings page -> At 'Network' section click on Wi-Fi -> select Connected Wi-Fi network
(2)Click on 'Network' -> At 'Name servers' observe 'Automatic name servers' values are seen
(3)Now select 'Customer name servers' option -> observe page gets auto scroll to top of the page and again select 'Automatic name servers' option by scrolling down ->  observe page gets auto scroll

Expected: Page shouldn't get auto scroll while selecting 'Automatic name servers' values or 'Customer name servers' option at 'Name servers' 
Actual: Instead Page gets auto scroll while selecting options at 'Name servers' 

This is Regression Issue as same is working fine in 68.0.3438.0/10717.0.0 dev-channel Reks
