Non-Regression: Language drop-down is not opening using keyboard in Google Play Apps and Services overlay

What steps will reproduce the problem?
(1) Recover build>> Sign in to user>> In Google Play Apps and Services overlay, click on Google privacy policy link
(2)Scroll down to the bottom of the page and trying opening the Language(English) drop-down using keyboard and observe

Actual: Using Keyboard, unable to open the Language drop-down
Expected: Should be able to open the Language drop-down using keyboard

This is a Non-Regression issue seen from M62

Status: WontFix (was: Assigned)
In this case this looks as WAI. https://policies.google.com/privacy desktop version has the same behavior. I could open menu using space and couldnot using enter.
