Regression:Unable to close permission bubble via tap/touch on https://permission.site/

Issue description

Chrome Version: 69.0.3444.0 (Official Build)Revision 7bc84734b0b2463f749245f34c6eb8aa7aae6b00-refs/branch-heads/3444@{#1} (32/64-bit)
OS: Win (10 Touch-Screen)

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://permission.site/ > click on HTTPS
(2)Tap on any button Microphone or location such that bubble appears.
(3)Now tap on close button of permission bubble and observe.

Actual: Unable to close permission bubble via tap/touch. 

Expected: Should be able to close permission bubble via tap/touch.

This is a regression issue broken in 'M68' and below is the manual regression range
Good Build:68.0.3437.0 (Revision:560454)
Bad Build: 68.0.3438.0 (Revision:560883)

Note:
Issue not seen on Windows (7,8,8.1,10),Linux (14.04 LTS) & Mac OS X(10.12.6,10.13.1,10.13.5)

(Unable to narrow down the range using per-revision bisect,hence providing bisect using old script)

Plausible, but that change shouldn't have affected touches in that area. Checked on my Surfacebook and it works just fine in version 69.0.3444.0. If you're using a Dell Inspiron 15R that device has specific, known issues.

Rechecked on Dell (Inspiron 15R) Windows 10 touch device and issue is seen for password bubble, microphone bubble as well on latest canary #69.0.3444.0 for e.g. on https://twitter.com/ etc..

Tested on Dell Precision M3800, Lenovo Think pad 20FRS20G1R, HP EliteBook x360 1030 G2 using the latest Canary #69.0.3446.0 and observed that -

Issue is reproduced on HP EliteBook x360 1030 G2.
However, issue is not reproduced on Dell Precision M3800, Lenovo Think pad 20FRS20G1R.

Mass UI Triage Update: 

Rechecked the above issue on Win 10 (Touch Device) OS using latest canary build #72.0.3610.0 and the issue is still reproducible. 

@bsep- Could you please take a look in to this issue?
