Regression: Cursor is not visible after entering long URL on chrome://settings/onStartup.

Chrome Version: 69.0.3444.0 Revision 7bc84734b0b2463f749245f34c6eb8aa7aae6b00-refs/branch-heads/3444@{#1}(32/64 bit)
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.5)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://settings/onStartup page.
(2) Click on 'Open a specific page or set of pages' and then click on Add new page.
(3) Enter long URL to add page then close overlay and click on Edit button for added page .
(4) Observe for cursor.

Actual: Cursor is not visible after entering long URL on chrome://settings/onStartup.

Expected: Cursor should visible after entering long URL on chrome://settings/onStartup.

This is a regression issue, broken in 'M68', will soon update the other info:

You are probably looking for a change made after 557070 (known good), but no later than 557078 (first known bad).
