In developer Tools disappeared third-party extension tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.7 Safari/537.36

Steps to reproduce the problem:
1. Option "On startup" set to "Continue where you left off"
2. install extension "SBIS LOGS" and "Page Speed"
    a) https://chrome.google.com/webstore/detail/sbis-logs/fdhihgnjnomajogeanhdkkgeeoijolej
    b) https://chrome.google.com/webstore/detail/pagespeed-insights-with-p/lanlbpjbalfkflkhegagflkgcfklnbnh
3. Open 
    a) chrome://extensions/ in one tab
    b) https://pre-test-online.sbis.ru/auth/ in another tab
    Note: not needed enter login and pass here.
----
4. restart browser
5. open Dev Tools and sure that no "SBIS LOGS" nor "Page Speed" tabs.

What is the expected behavior?

What went wrong?
No "SBIS LOGS" nor "Page Speed" tabs in described case.

Did this work before? Yes 

Chrome version: 68.0.3440.7  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 30.0 r0
