Chrome OS UI re-scaling using Cntrl+/- creates jagged edges

Issue description

Chrome version: 68.0.3440.0
OS: Chrome

Repro steps:
1. Install Crostini apps
2. Open the launcher
3. Rescale the screen using Control-Plus and Control-Minus

Expected: Launcher UI scales without any other noticeable change
Actual: Launcher Icons are scaled with jagged edges.

This can be seen for Crosh Terminal, Gnome-Terminal, the Files App, VLC and the GIMP.

Can you share a screenshot? I can't repro.

Removing Crostini labels since this seems general (eg. affects Files App)

This appears to be a scaling issue with the icons, as it doesn't just affect Crostini icons (see Terminal logo, which is a CrOS-owned asset).
