An extension prevent ctrl zoom not working in latest version

Chrome Version: 66.0.3359.181 (I did not try on my machine, but it seems not working on latest stable)
OS: Win10

What steps will reproduce the problem?
(1) Install https://chrome.google.com/webstore/detail/no-mousewheel-zoom/ckhlfagjncfmdieecfekjbpnnaekhlhd/
(2) try ctrl+mousewheel

What is the expected result?
Page not zoom

What happens instead?
Page zoom

Good version: Maybe M65 stable.

Able to reproduce this issue on reported version 66.0.3359.181 and on latest canary 69.0.3443.0 using Windows 10 and Ubuntu 14.04. i.e; After adding above extension, hitting ctrl and scrolling with mouse wheel zooms in/out the page. 

NOTE: Issue is not seen on Mac on connecting external mouse.

This issue is seen from M-60. Hence considering this issue as Non-Regression and marking as Untriaged.

The extension is discontinued. We can do nothing if it is not a regression.
