A couple of WebGL 2 texture related tests fail on Linux AMD device

Issue description

The failed tests are:
conformance2/textures/image_bitmap_from_video/tex-3d-rgb10_a2-rgba-unsigned_int_2_10_10_10_rev.html
conformance2/textures/video/tex-2d-rg32f-rg-float.html
