Issue descriptionChrome Version: <=68 OS: all What steps will reproduce the problem? (1) Limit network uplink bandwidth to approximately 300 kbps (using netem for example) (2) Start a Hangout conference What is the expected result? Smooth audio. What happens instead? Audio shows bursts of artefact that sound like audio being repeated. A WebRTC bug tracker also exist for the same issue: https://bugs.chromium.org/p/webrtc/issues/detail?id=9289
