Issue descriptionExample URL: http://dandeacon.com/mp3/01%20Silly%20Hat%20vs.%20Egale%20Hat/Silly%20Hat%20vs%20Egale%20Hat.zip Steps to reproduce the problem: Connect the device with wi fi and mobile data should be there 1. start download from wifi 2. During download off the wi fi and network should be changed to mobile data 3. After a few seconds the download progress will start again from 0% Issue will happen in vice versa case also. What is the expected behavior? Download should resume from interuppted state. What went wrong? Download restart from 0% when switching the network from wi fi to mobile data Did this work before? Tested the issue in Android and able to reproduce the issue by switching the WiFi networks. Similar behavior is observed since Chrome #60.0.3072.0 Steps Followed: 1. Launched the Chrome Browser. 2. Navigate to the URL: http://dandeacon.com/mp3/01%20Silly%20Hat%20vs.%20Egale%20Hat/Silly%20Hat%20vs%20Egale%20Hat.zip 3. Switch to the another WiFi network. 4. Observed that, download starts from the beginning. Chrome versions tested: 60.0.3072.0, 66.0.3359.158(Stable), 68.0.3441.0(Canary) OS: Android 7.0.0 Android Devices: Samsung J7 This seems to be a Non-Regression issue as same behavior is seen since M-60. This is probably because the download doesn't have strong validators. +qinmin@ can you check?
