Triggered menu action in multi window environment opens in non-active window

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36 Steps to reproduce the problem: 1. Start Chromiuim 2. Open Incognito-Window/Press CTRL-SHIFT-N => should have normal window + incognito window now 3. Select Incognito-Window as active window 4. Trigger/click Menu > Bookmarks > Bookmark manager What is the expected behavior? Actions triggered via menu on incognito window open tabs on that window What went wrong? Actions triggered via menu on incognito window (second window) open tabs on normal (first) window Did this work before? N/A Chrome version: 66.0.3359.181 Channel: stable OS Version: Ubuntu 18.04 (64-bit) Flash Version: Not a bug, but minor inconvenience.

roger.lenherr@ Thanks for the issue. Able to reproduce the issue on Mac OS 10.13.3, Windows 10 and Ubuntu 14.04 on the latest Canary 69.0.3443.0 and Stable 66.0.3359.181 by the steps mentioned in the original comment. This is working as intended as per design and is observed from M-60 chrome builds. This is a Non-Regression issue. Hence marking this as Untriaged for further updates from Dev. Thanks..
