Hint text in TabGrid's empty state isn't correctly resized

With UI refresh flag enabled.
More visible on small phones (e.g. iPhone 7)

What steps will reproduce the problem?
(1) Change language to French or other language with long translation
(2) Open the incognito TabGrid
(3) Close all tabs

What is the expected result?
The educational text "Open a Tab to browser the Web privately" should be wrapped in multiple lines.

What happens instead?
The text is truncated.
