What steps will reproduce the problem?
(1)Sign into User -> Open New Camera App -> record video(upto 10 seconds) and  videos will be saved in camera gallery 
(2)In camera gallery click on saved video to play  -> now video will start playing -> observe video seekbar is not moving according to time
(Please refer video and Screenshot)

Expected: Video seekbar should  moving according to time
Actual: Instead  video seekbar is not moving according to time and stays at starting point and moves after end time is seen 

This is Non-regression Issue seen from M-62
