Regression : Browser's Titlebar loses it's focus after zooming in/out the page using 'CTRL + Mouse wheel'

Issue descriptionChrome Version : 68.0.3440.6 (Official Build) 5e39f7c6d67b3ec060c8e152bcbf321cdbaad168-refs/branch-heads/3440@{#10} (32/64 Bit) OS : Windows(10) What steps will reproduce the problem? 1. Launch chrome, open NTP and hit 'CTRL + D' to open 'Bookmark' bubble. (do not close the bubble) 2. Now zoom in the page using 'CTRL + Mouse wheel' and observe the browser Titlebar. Actual Result : Browser's Titlebar loses it's focus after zooming in/out the page using 'CTRL + Mouse wheel' Expected Result : Browser's Titlebar should not lose it's focus when zooming in/out the current page using 'CTRL + Mouse wheel' This is a regression issue, broken in M-67 and below is the narrow bisect info : Good Build : 67.0.3377.0 (Revision : 544611) Bad Build : 67.0.3378.0 (Revision : 544931) Narrow bisect URL : https://chromium.googlesource.com/chromium/src/+log/8e8d78880849513e050f3dc5e77a360701e4dad1..c27ca05e015a4275604c48611ef752d1ff41930d (Unable to narrow down the range using per-revision bisect,hence providing bisect using old script) Suspecting : r544788 @Bret : Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner. Note : 1. This is Win-10 specific issue and same is working fine in Win(7,8,8.1), Mac(10.12.6, 10.13.1, 10.13.5) and Linux 14.04 LTS OS. 2. Able to reproduce on Canary build #68.0.3443.0, Dev #68.0.3438.3 and Beta #67.0.3396.56
