What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings -> Now under 'People' section click on 'Screen lock' option
2)Observe unnecessary scrollbar in 'Confirm your password' dialog box
(Please refer video and Screenshot)
Note : Issue is also seen in 'Configure Wi-Fi' Dialog box also

Expected: Unnecessary scrollbar should not be seen in 'Confirm your password' and 'Configure Wi-Fi' dialog box
Actual: Instead Unnecessary scrollbar is seen in 'Confirm your password' and 'Configure Wi-Fi' dialog box
This is Regression Issue as same is working fine in 68.0.3438.0/10717.0.0 dev-channel Reks
