Regression: Check boxes are seen disabled in Google Play apps and services overlay

What steps will reproduce the problem?
(1)Recover build>> Sign in to user>> Observe Google Play apps and services overlay

Actual: Check boxes are seen disabled even for first user(Owner account). If it's intended then the option should not be seen.
Expected: No such issue should be seen

This is a Regression issue as same is working fine in 68.0.3438.0/10717.0.0 Dev

I believe we have dup in b/ This is caused policy change how we work with Location services and B&R
