Issue descriptionChrome Version: 68.0.3440.6 (Official Build) Revision 5e39f7c6d67b3ec060c8e152bcbf321cdbaad168-refs/branch-heads/3440@{#10} (32/64 Bit). OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.5) and Linux(14.04 LTS). What steps will reproduce the problem? 1. Launch chrome, run dev-tools completely on NTP. 2. Resize dev-tools window to RHS and observe. Actual Result: 'Performance' and 'SEO' devtools icon appears chopped on resizing dev-tools window. Expected Result: Devtools icon should not appear chopped on resizing dev-tools window. This is a regression issue, broken in M-65 series, and Using per-revision bisect to provide the bisect results, Good Build:65.0.3315.0 (Revision:527553) Bad Build: 65.0.3316.0 (Revision:527861) You are probably looking for a change made after 527816 (known good), but no later than 527817 (first known bad).
