Time lag between omnibox background color change and dropdown opening |

Issue descriptionChrome Version : 68.0.3437.0 OS Version: 10704.0.0 In testing on ChromeOS, focusing the omnibox with the mouse causes the background color to change to white immediately, but the dropdown only opens a few hundred milliseconds later (I believe zerosuggest triggers it). In the meantime, it looks like the omnibox just disappears. This looks really bad. The "change background to white" and "dropdown is drawn as open" changes have to happen synchronously with each other.

Per the mocks, indeed the background color is supposed to change to white immediately on focus. I've added the focus ring on all platforms now, so hopefully the Omnibox no longer it looks like it just disappears. Does it look better now?
