What steps will reproduce the problem?
1. Launch chrome,navigate to chrome://settings/searchEngines
2. Now click on 'Add' other search engines button and observe text caret in text field
 
Actual: Text caret color in text field appears changed  
Expected: Text caret color in text field should appear black in color

This is regression issue, broken in ‘M 69’ and below is the bisect info :
Good build: 69.0.3441.0  (Revision: 562091).
Bad build: 69.0.3442.0 (Revision: 562138).

You are probably looking for a change made after 562102 (known good), but no later than 562103 (first known bad).
