Google Drive downloads burn 50% CPU in the browser process

Chrome Version: 68.0.3423.2
OS: 10.11.6 (15G20015)

What steps will reproduce the problem?
(1) Download a multi-gigabyte Google Drive file

The computer gets super laggy and the CPU usage of the browser process jumps to 50-80%.

Not too much can be learned from that without symbols, but I'm pretty sure this is QUIC.

[+quic folks]:  Any additional information that would be useful here?  Know you've been working on QUIC perf.

Thanks!  That does seem to confirm that this is a QUIC issue.
