Steps to reproduce:
(1) Go to the Market to find updates for WebView or install APK with version 66 of WebView.
(2) Version 64 is installed on my phone but no updates found in the Market. Update to version 66 is unavailable on my phone: it shows in market but without key "install". There is no updates installed manually from APK with version 66, i tried for many times.

Expected result:

Actual result
Bank apps not works if they using web form to enter one-time password got from SMS for confirming the operations.
