Picture-in-Picture: make Picture-in-Picture watch time registered a such

Picture-in-Picture coming from the API or the desktop UI doesn't register as Picture-in-Picture watch time.

The CL was:
https://chromium-review.googlesource.com/c/chromium/src/+/1069214

Landed in:
376a94c18688f24c0ec39ccdf509d8d433ea84e3

But missed the merge cut by a few CLs. Requesting to merge in M68.
