Cannot start Terminal app when using multi-login |

Issue descriptionChrome Version: 68.0.3437.0 (Official Build) dev (64-bit) OS: CrOS Platform: 10704.0.0 (Official Build) dev-channel eve Firmware Version: Google_Eve.9584.151.0 cros-termina - Version: 10696.0.0 What steps will reproduce the problem? 1/ Setup device with @google.com user (this is a corp pixelbook) 2/ Add personal user to device 3/ Enable linux (beta) on personal user 4/ Reboot 5/ Sign in with google.com user 6/ Use multi-login feature to also sign to personal user 7/ Click on the Terminal icon to start the VM What is the expected result? Terminal opens. What happens instead? Nothing. Note that I can manually open a crosh window and use vmc / run_container commands to get it all started. When trying to run the container I get the following message: run_container: warning: container token not supplied; garcon may not function

We have removed the Terminal from secondary profiles so this no longer applies.
