Cursor does not switch to "Select mode" while using Shift + Modifier + arrow key

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/66.0.3359.181 Chrome/66.0.3359.181 Safari/537.36

Steps to reproduce the problem:
1. switch to the custom keyboard provided in the attached files.
  1.1 COPY "valk" file TO /usr/share/X11/xkb/symbols/valk
  1.2 COPY "evdev.xml" file TO /usr/share/X11/xkb/rules/evdev.xml (backup your original evdev.xml 
      before)
  1.3 Switch to the new available keyboard layout "valk base"

2. Go to any website

3. In the address bar use "AltGr + j" to move your cursor to the left

4. Now use "Shift + AltGr + j"

What is the expected behavior?
when "Shift + AltGr + j" are pushed, cursor should switch to select mode (see attached video)

What went wrong?
Cursor does not switch to select mode, it ignores Shift.

(same issue with the following keys:
Right
Up
Down
Home
End
)

Did this work before? No 

Chrome version: 66.0.3359.181  Channel: stable
OS Version: 16.04.4
Flash Version: 

The video shows you what is expected (works as expected on Firefox).

This issue exists while filling this bug form

This issue does not exist while using Google Docs
This issue does not exist on Atom text editor (based on Chromium)

The custom keyboard shared is the keyboard we use at work as developers.

I'm aware this might not be a critical issue on your side. If it's confirmed as a bug and if relevant, I'd be happy to help investigate the situation in the code.

Unable to paste evdev.xml and valk file to respective folders mentioned in comment#0. i.e; On copying and pressing ctrl+v --unable to paste those files and on opening context menu seeing paste as disabled.

@Reporter: Please let us know how to continue with steps. Any further information on reproducing steps 1.1,1.2 and 1.3 would help in better triaging.

thank you for your return.

Were you in sudo mode when you tried to paste the files?

Since these files are owned by root you must be root or in sudo mode to be able to paste them.

I just tried again the procedure for 1.1, 1.2 and 1.3 to be sure, and have been able to do them from my computer.
