ChromeOS - Gallery app - slow/shifting transitions between images

Issue description

Observed behavior:
When swapping back and forth between photos in the Gallery app using the arrow keys keyboard shortcut, photos shift horizontally before loading, and show pixelated while loading. This occurs even on photos that are all locally stored. The overall experience paging through multiple photos is jarring.

Expected behavior:
We should cache the images and make swapping back and forth between multiple photos much faster, with no shifting of the image before displaying in its final location.

Thanks for taking a look at this. Ironically, I've moved to mainly using the Google Drive web interface for viewing pictures -- it's significantly faster at switching between fullscreen photos than locally stored images in the ChromeOS gallery app.

I'm also seeing this with an Asus Chromebox - after flickering through 10 (or so) pictures, the transitions are painfully slow (~10-20s) and make the entire OS unresponsive. (I suspect it's running out of memory very quickly)
