<body> children are missing randomly on some websites from elements tab of web inspector

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Steps to reproduce the problem:
This one is hard to reproduce because it seems to resolve itself when you refresh the page or delete <body> and ctrl+z.
I observed this happening on Yahoo.com.

What is the expected behavior?
it should show all the elements in the body on the Elements tab

What went wrong?
the body has been decapitated

Did this work before? Yes 

Chrome version: 66.0.3359.181  Channel: stable
OS Version: 10.0

Reported in  bug 829884  and fixed in Chrome 67 (four days until update).
