1. Turn on the enable download location change flag
2. Start a download.  In the location dialog, choose the SD card, and check "Don't show again"
3. Swap out the SD card while chrome is open.  
4. Start a new download.  Notice where the file is placed

Expected:
Either to put the file on the SD card, or re-show the download location dialog.

Actual:
File placed in internal storage (Download).

Why this is bad:
The user may not notice that downloads aren't where they asked for them, and then have a hard time finding them.
Furthermore, they won't have any idea where the setting to bring back the dialog is (I found it, but will our EM users ever find it?)
