Swapping SD card results in downloads location dialog saved preference being reset.

1. Turn on the enable downloads location flag.
2. Insert an SD card, and choose the SD card as the download location
3. Swap the SD card while chrome is open.
4. Start a new download, and notice the selected download location.

Expected:
The download location will still default to the SD card

Actual:
The download location is set to internal storage (Downloads)
