1. Turn on enable download location flag
2. Start downloading something big enough to take awhile.  Choose the SD card for the location.
3. Eject the SD card while the download is in progress (the Samsung Galaxy S9 allows removing the SD card while chrome is open).
4. Notice that the download pauses (good!).
5. Put the SD card back in.
6. "Continue" the download from Downloads Home.

Expected:
The download to continue, or an error message

Actual:
The line item for the download just disappeared from Downloads Home with no error message.
