It seems like md_shadow_elevation_ and the associated MakeMdShadowValues in shadow_value.h/cc was intended to replace the old shadow style in BubbleBorder, but it didn't get much traction. There are only a few usages of it. Since we're now using EmphasisMetric, I'd like to have everything use that instead of working with the elevation directly.
