Some *san/LKGR builders upload to chrome-test-builds

These builders upload to chrome-test-builds:

ASAN Release Media
ASan Release Media (32-bit x86 with V8-ARM)
Win ASan Release Media
Mac ASAN Release Media

As part of the luci migration, chromium-ci-builder@chops-service-accounts.iam.gserviceaccount.com is granted write access to gs://chrome-test-builds.  This is not ideal since these *san builders are public, and chrome-test-builds is private.

Making this a tracking bug to make sure this gets looked at eventually.

components Infra>Platform>Buildbot and Infra>Platform>Buildbucket are for bugs and feature requests of Buildbot and Buildbucket software. This bug seems to be too specific to their usage, not them. -Buildbot -Buildbucket +CCI
