SmartLock not available on login screen after power cycle

Repro steps:

1) Power down device
2) Power up device

Notice no SmartLock UI on the login screen.  I thought I saw this behavior intermittently, i.e., there is a way to get SmartLock back on login, but after several attempts and variations of login/unlock, I haven't been able to get it back.

Well, I deployed a new build that only had more logging and SmartLock UI is visible after a power cycle, so I'll keep trying to narrow down the repro.

Whoops, this was user error: I was deploying with a custom --mount-dir for cros deploy, which means my changes got wiped on power cycle.  WAI.
